Biography
Jerry W.
Swatzell holds a Masters of Arts degree in Organizational Management.
He is also a graduate of Northwestern University Traffic
Institute’s
School of
Police Staff and Command.
Mr. Swatzell was born in Mayfield, Ky. His
family moved to Scottsdale, Az. when he was a child. He attended
Coronado High School in Scottsdale, Az.
He was an
adjunct faculty member in the Administration of Justice Program at
Phoenix
College. He became
a member of the adjunct faculty in 1993. He has taught face-to-face,
interactive television and online classes.
Mr. Swatzell retired from the Maricopa County
Sheriff’s Office (Phoenix, AZ) holding the rank of Detention Officer
Captain. During his 27+ years he had a myriad of assignments including:

Commanding jails and jail support areas

Planning and Research Division

Liaison with the Maricopa County Board of
Supervisors
Mr. Swatzell was an instructor for the National
Institute of Corrections in their Data Management Workshop.
He was the Internal Monitor for the Sheriff’s Office’s Federal
Court case Hart v Hill.
After his retirement he held a contact with Maricopa County Risk
Management Department for providing external referee services for the
inmate grievance system.
He is married and had three daughter and three
grandchildren. His daughter and grandchildren still reside in the
Phoenix area.
